Dual-Track School Leadership Reform: Integrating Governance and Leadership in Comparative Education Systems

Peningkatan kualitas pendidikan di Asia Tenggara sangat ditentukan oleh efektivitas kepemimpinan sekolah sebagai penghubung antara kebijakan dan praktik pembelajaran. Penelitian ini menganalisis secara komparatif peran kepala sekolah dalam kerangka kepemimpinan instruksional, transformasional, dan autentik di tengah dinamika desentralisasi dan dekonsentrasi. Studi ini menggunakan pendekatan kualitatif komparatif berbasis analisis dokumen tematik terhadap 32 sumber, termasuk regulasi nasional dan data PISA 2022. Hasil menunjukkan bahwa kepemimpinan di Indonesia cenderung administratif dan berbasis kepatuhan, sementara di Thailand lebih berorientasi pada pembelajaran dengan dukungan tata kelola partisipatif melalui dewan sekolah. Secara teoretis, penelitian ini mengusulkan model Dual-Track School Leadership Reform yang mengintegrasikan penguatan kapasitas internal dan stabilitas kebijakan. Secara praktis, model ini berimplikasi pada perlunya restrukturisasi peran kepala sekolah untuk meningkatkan kualitas pendidikan di kawasan ASEAN.
